When will jntu sign our 30 grace marks request?

Im eligible in 23 marks criteria which is why im a lateral entry.But when approached college for grace marks applying process they told me jntu didn't sign the 30 marks eligibility criteria list for our clg.Wait till the jntu sign.Then you can apply for grace marks.When will jntu sign?My exams are approaching in Feb should i wait for jntu sign or prepare for exams?
