on or before 2nd September 2021.

Yes you can. Do you have any other backlogs other than this subject.
Actually I have 3 backlogs two 4credit subjects and one 3credit.
1. 4 credit subject internal 7 external 27 total 34 marks fail. If grace marks applicable I will be pass (7+27+6=40)
2. 4 credit subject internal 6 and external 27 total 33 marks fail. If grace marks applicable then I willl be passed. (6+27+7=40)
3. 3credit subject I will leave under exemption.
Is it possible sir?

Under grace marks rule you get add max upto 10 marks for 2 subjects. but you require 13 grace marks which is not possible. you can't apply for grace marks or subject exemption now. Try to clear 1 subject so that you can utilize both the rules to get the memos.
