HOW TO TAKE CERTIFICATES BACK FOR COUNCILING STUDENT'S

Hello I'm a student of one the college I need help
If a student is not satisfied with the given college through Counciling
After completeing his 1st year can he take back his certificates back.
Can he come out from that college.
