I got my overall aggregate 68.6% can i apply for grace marks so that i can get 70% distinction
 
Have you cleared all subjects ? Is it the percentage you got after exempting 2 elective subjects [In which you secured least marks]

Yes all clear, this is after exemption of 2 subjects can i get 70%
 
No, If you have % >= 69.50 then only JNTUH will mention as First class with distinction on memos.
 
Grace marks are applicable if yet only if you fail in that subject. Class change rule will be applicable only if you have % >= 69.50
